you can manually do that by copying all the .dat files from one netDb folder to the folder of another, no limit.

just create your zip manually (you want a flat zip with no folders) and then extract to ~/.i2p/netDb/

the limit when you create a zip file using the console is to prevent you from sharing too many routerinfos with someone else that may compromise your anonymity.
